I'm not quite sure what this is, or how it worked. I can only guess. It looks to me like some kind of governor, because there are centrifugal weights at the top of the vertical shaft, that would swing out as the vertical shaft spun faster. Here's my guess: I think that the small pulley on the drive wheel was connected by a drive belt to the pulley at the left edge of this picture. I think that the horizontal shaft going off the edge of the right side of this picture was probably connected to the smaller of the two vertical shafts that are visible in the sluice-way. Perhaps the smaller shaft somehow slowed down the water wheel, if it started turning too fast for the generator. Please e-mail me if you have any better (or even other) better ideas!
